Docker in WSL

Being able to run a Docker host natively in Windows would be awesome. Being able to interact with it via WSL would be even more awesome. I’ve pieced together both a native and bespoke solution. The native solution comes mostly from Docker and Windows docs. The bespoke solution is wired up using the preview version of LinuxKit.
